Whirl doesn't work as a Rotorstorm retool because WFC Rotorstorm isn't based on the G1 toy, it's based on the Spinister mold, which is a vastly different design from Whirl. The only one that works here, to me, is Sandstorm from Springer, due to the reasons you already mentioned.

All of those characters have fans, as does every character in this franchise, so unless the retool really works they shouldn't do it otherwise. Them not being remembered shouldn't be an excuse to just half-ass the characters as retools that don't work.
